Try places like Texture Centre or Arab Street. Depending on the quality you are getting, the price can range from $3 to $50 for a metre. - Flowers
Decorating them yourself requires some effort but not hard to achieve. The arrangements in this picture are pretty easy to do. The purple roses, orchids and fillers are obtainable from Thomson Wholesale Floral Centre. Do check with them on the seasonal availability. - Lime centre-piece

While I seriously doubt if you can find the gold placecard holder in Singapore, you can try checking with vendors like Display101. Otherwise, online merchants like Target or placecard specialty stores might stock them.
